Bill Frost is a project manager with KCI’s Water Resources Practice, where he operates out of the firm’s Sparks, Maryland, office. Since joining the firm in 1999, Bill has been responsible for watershed planning, stormwater quality, and TMDL studies. His expertise includes GIS analysis, hydrologic/hydraulic and water quality modeling, and all facets of stormwater NPDES permitting. He has managed watershed studies ranging from vulnerability analyses to complex studies integrating monitoring data, stream assessments, GIS analysis, and modeling.
Frost earned master’s degrees in civil engineering and in urban planning, is a registered professional engineer in Maryland and four other states, and holds a Diplomate, Water Resources Engineering, from the American Academy of Water Resources Engineers. He is a member of the American Society of Civil Engineers/Environmental & Water Resources Institute Watershed Technical Committee and is on the editorial board of the Watershed Science Bulletin.
