One of the largest road construction projects in Hillsborough County history, the $38 million widening and reconstruction of Bruce B. Downs Boulevard (CR 581) transformed 3.5 miles of the corridor from a four-lane divided rural roadway to an eight-lane divided urban highway.

KCI provided construction engineering and inspection for the project, which included a new closed drainage system and nearly 15 acres of retention ponds. The existing two-lane bridges carrying the roadway over Trout Creek were widened/replaced with dual four-lane structures to carry the northbound and southbound lanes. Construction included extension of an existing multi-use path and sidewalk along the corridor as well as traffic signal modernization at seven intersections, new ITS infrastructure, and extensive utility relocations.

Our team prepared daily reports, performed inspections, tracked and documented quantities, monitored progress, resolved utility conflicts, reviewed and processed AARs and change orders, and coordinated with the city of Tampa for utility permitting and construction.
