KCI provided construction oversight, materials testing, and inspection services for the $140 million Elm Road Parking Garage at BWI Airport. This nine-story, state-of-the-art facility features 8,400 public parking spaces, an electronic parking guidance system, an internal revenue plaza, and multiple bus lanes. Our materials testing manager and two full-time technicians inspected concrete pours, monitored reinforcing steel and tendon installation, and conducted in-place density tests for backfill of below-slab utilities. We also performed pile inspections and load tests, monthly on-site concrete batch plant inspections, including gradations of fine and coarse aggregate, and periodic checks on scale weights.
