KCI assisted the Baltimore County Local Management Board (LMB) and the Office of Information Technology in defining and developing a set of tools that would allow the LMB to perform data analyses on existing agency datasets using small geographic units, such as census blocks. We developed this tool set in VB.NET as a custom toolbar in ESRI’s ArcGIS. Capabilities include analyzing data based on age, gender, race or combinations thereof. Other tools allow users to aggregate statistics using custom settings or predefined areas, such as election, legislative, congressional or census designations. These tools allow the LMB to analyze source datasets and produce more granular level maps that will help then determine areas with the greatest need for family- and child-serving programs.
