Potomac Street Streetscape Improvements

KCI provided design and surveying services to the historic town of Harper’s Ferry for improvements to approximately 1,140 linear feet of roadway along Potomac Street between Hog Alley and the railroad crossing. This project included seamless transitions for the improvements within the historic district and adjacent private and National Park Service properties. Project goals focused on creating a sense of place that shapes and strengthens the community’s identity and aesthetics through design, and to improve walkability by providing safe and accessible facilities for all users.

This project required close coordination with the NPS, SHPO, and CSX. Other tasks included:

  • Relocating/undergrounding existing overhead utilities
  • Reconstructing the stormwater facility
  • Reconstructing new roadway surface, on-street parking facilities, and new widened sidewalks and crosswalks
  • Installing traffic calming elements
  • Installing period lighting and site amenities
  • Providing native street trees that are in scale with adjacent structures and available ROW
  • Providing and/or upgrading existing pedestrian facilities for safety and ADA compliance and
  • Providing pedestrian and bicycle facilities to accommodate users of the adjacent Appalachian National Scenic Trail

The streetscape plan included amenities such as informational kiosks, wayfinding facilities, mini-parks, and outdoor dining/café areas, and incorporated the historic Armory Wall into the design. The entire right-of-way was proposed to be improved with cobble-style concrete road, granite curb and gutter and colored stamped concrete sidewalks to mimic the period-style roads and sidewalks in the National Parks property bordering the town. All finishings including the light poles, benches, and other amenities were selected to mimic the historical section of town. Above-ground electrical and communications lines were to be moved underground, and two large underground stormwater management facilities were designed to capture, treat and manage the entire 23-acre drainage area to the project site.
