Chemical Facility Anti-Terrorism Standards (CFATS) Services

Top Screen Assistance
KCI-PT works with clients to ensure that the information required for Top Screen submission is properly evaluated and prepared prior to submission.

Security Vulnerability Assessments
As appropriate to the Tier ranking (1, 2, 3 or 4) for your facility, KCI-PT conducts security vulnerability assessment (SVAs) using the DHS methodology, your own methodology or any number of SVAs including our own. SVAs are conducted by teams of trained and experienced professionals with backgrounds in engineering, security, operations and the military.

Site Security Plans KCI-PT offers consultation or complete turn-key development of Site Security Plans (SSPs) based on the data generated by the SVAs and the DHS response. SSPs address all of the parameters of DHS’s Risk Based Performance Standards (RBPS) and the vulnerabilities identified in the SVAs.

Alternative Security Plans
KCI-PT offers consultation or complete turn-key development of Alternative Security Plans (ASPs). Depending on the Tier level for your facility, ASPs may be developed to satisfy your requirements for SSPs or SVA/SSP combinations.

Training & Exercises
KCI-PT offers training and exercises in support of Site Security Plans. Training provides the necessary background for the proper application of processes and procedures contained in the SSPs. Exercises are designed to periodically test the response of a facility to identified SVA threats.

Compliance Audits and Self-Evaluation
KCI-PT works with clients to conduct audits and self evaluations to ensure compliance to the regulations. Process changes and chemical substitutions (Inherently Safer Technology) may reduce the amount and variety of the Chemicals of Interest used in a process or on a facility. Changes in purchasing policies and inventory techniques can be used to manage the amount and variety of chemicals under the control of the client and thus subject to regulation.

CVI Security Program
KCI-PT works with our clients to provide the tools necessary to implement Chemical-Terrorism Vulnerability Information (CVI) requirements. Our CVI program services include seminars, security awareness, and our CVI Security Guide™ to assist clients with understanding and implementing DHS requirements for handling CVI information.
