Jack Kinstlinger

Jack Kinstlinger graduated from Rensselaer Polytechnic Institute with a Bachelor of Civil Engineering Degree in 1952 and from with a Master of Science Degree in Civil Engineering in 1954.

Following his education, Jack attended Officer Candidate School and earned a commission as an officer in the Civil Engineer Corps of the U.S. Navy. During the next three years, he was stationed at several overseas bases, overseeing the construction of military facilities.

Jack spent 11 years with Tippetts, Abbett, McCarthy, Stratton at the firm’s New York headquarters and as manager of the company’s New England office. During his tenure, he rose to the position of associate and directed many engineering and planning projects, including the Fall River Area and Southeastern Massachusetts Regional Transportation and Arterial Studies.

From 1968 to 1975, Jack served as Deputy Secretary for Planning for the Pennsylvania Department of Highways, which in 1970 became the Pennsylvania Department of Transportation. In this position he was responsible for all long-range planning, capital programming, budgetary and intergovernmental coordination for transportation improvements.

In 1975, Jack was appointed Executive Director for the Colorado State Department of Highways. As director, he was responsible for the on-time and on-budget completion of the $120 million second bore of the Eisenhower Tunnel, the award-winning Vail Pass section of I-70 through the Rockies, as well as the planning and start of construction of the $500 million Glenwood Canyon section of I-70 and of the C470 Beltway around southwest Denver. In 1982, he joined Daniel, Mann, Johnson, Mendenhall as corporate vice president for transportation programs and served with the firm until 1984.

Since 1984, Jack has served in several capacities at KCI—President, CEO, and Chairman of the Board.   Currently, Jack serves as chairman emeritus for KCI and is project director for a study of magnetic levitation (or Maglev) train operation between Baltimore and Washington, D.C., for the U.S. Department of Transportation and the Maryland Department of Transportation.

Jack has been active in transportation affairs on a national basis for many years. He has been a member of the executive committee, ; and on the Advisory Board of the Civil Engineering Department, Rensselaer Polytechnic Institute.  In addition, he is active on the Transportation Committee of the Greater Washington Board of Trade; the Greater Baltimore Committee; and the Maryland Chamber of Commerce, where he served for five years on the Board of Directors.

Jack is a Fellow of the American Society of Civil Engineers (ASCE) and the ACEC. He has been awarded the Distinguished State Service Award by the Federal Executive Board, Denver, in 1980; the Leo C. Reithmayer Award for outstanding public administration by the University of Colorado in 1981; the Civil Engineer of the Year Award by the Maryland Section of the ASCE in 1994; and the 1994 Community Transportation Award by the Institute of Transportation Engineers, District of Columbia Section. In 1997, the American Road and Transportation Builders Association (ARTBA) presented Jack with the Guy Kelcey Award, which honors “Outstanding Service to the Planning and Design Division and the Association;” in 1998, ACEC presented Jack with its 1998 Community Service Award.  In 2000, he received the Transportation Advocate of the Year Award from Marylanders for Efficient and Safe Highways (MESH), where he had been chairman for five years, and, in 2002, the Sparky Award from the HSGTA for outstanding service to the transportation industry. Jack serves on the board of the U.S. Maglev Coalition and as Treasurer and board member of the Maryland Association of Nonprofit Organizations. He served for five years as Vice Chair of ARTBA, is currently on its board and serves as Chairman of the Transit and Rail Advisory Council.
