Edward C. Newman IIIEdward C. Newman III, PE, is completing his first year as vice president and head of KCI’s Construction Management Group.

Charles A. Phillips, Jr., RPLS, assumed the Group Manager post of Site Engineering and Surveys after the former division expanded to a stand-alone operating group. KCI’s Board of Directors promoted Chuck to Senior Vice President and named Paul D. Crampton chief of the Site Engineering Division.

KCI’s other new vice presidents are James W. Blake, PE (manager of the Raleigh, NC Office); Robert E. DeBarge, Jr. (chief of the Mechanical & Electrical Division); and Carlos E. Ostria, PE (manager of the Laurel, MD Office).

In a related action the Board of Directors of KCI Tower Systems, Inc., a subsidiary specializing in the construction of telecommunication towers, promoted Samuel J. Trinca to vice president.

Thomas G. Sprehe, PE, is completing his seventh month as chief of the Environmental Engineering Division. Previously, Tom managed his own company and headed the Waste Management Program at Maryland Environmental Service.
