Office Updates (Spring 2003)

Pennsylvania

Bensalem—Under a nine-part contract with the Pennsylvania Department of Transportation (PENNDOT) District 6, KCI will provide preliminary engineering, environmental services, final design, and construction services for three project sites in Bucks County. Parts 1-3 involve widening five miles of SR 2036, the Swamp Road Corridor, through Wrightstown and Newtown Township; parts 4-6 require designs for replacing the 34-foot Swamp Road Bridge over Neshaminy Creek in Newtown Township, south of Penn Woods Drive; and parts 7-9 encompass plans for reconstructing SR 2002, from the Neshaminy Creek to Route 413 in Bristol Township. In preparing the plans, the project team, lead by Joseph (Jay) Roth III, PE, will address land use, public involvement, drainage, and utility relocation issues.

Pittsburgh—In March 2003, KCI began delivering construction inspection and documentation services for the reconstruction of one mile of SR 4016, Section A01—West 38th Street, between Peach and State—in Erie, PA. James C. Lockhart, PE, is managing the KCI project team, under the direction of Principal-in-charge Michael Marso. In selecting KCI for the job last December, PENNDOT, District 1, noted that “although KCI has not recently performed inspection work within the District, its performance on other projects statewide is known to have been above average….KCI offers inspectors who are strong on structural, Superpave, soils, traffic signal, and field office support. Likewise, the proposed construction supervisors bring an average of 21 years of experience to the project.”

Harrisburg—KCI is also providing construction inspection services for PENNDOT District 5, under a five-year, open-end contract awarded in January. KCI’s Jack Miller, PE, will manage projects in Berks, Carbon, Lehigh, Monroe, Northhampton, and Schuykill counties.
In January, PENNDOT, District 2 selected KCI from 41 competing teams for a five-year, open-end contract, lead by project manager Leonard R. Smith, Jr., PE, chief of the Northeast Region’s Structures Division.

Maryland

Hunt Valley—The Bridge Inspection and Remedial Engineer- ing Division of the Maryland State Highway Administration (MSHA) has selected KCI for a second consecutive contract to provide emergency bridge inspection, repair and rehabilitation services throughout the State. KCI structural engineers Stephen Carl, PE, and Michael K. Rice, PE, will manage the four-year contract.

In January, MSHA’s Environmental Programs Division selected KCI for a third consecutive, three-year Stream Restoration Services contract, led by Project Manager Richard P. Pfingsten, PWS. Under the previous contracts, KCI served as the environmental monitor for the US Route 113 and US 50 Salisbury Bypass projects on Maryland’s Eastern Shore and provided fish passage, stream restoration, and wetland mitigation work for the Woodrow Wilson Bridge Replacement. Under the latest agreement, KCI may be tasked with conducting hydraulic and hydrologic studies; developing cost-benefit analyses; preparing conceptual and final designs; and inspecting and monitoring construction statewide.
In February, the Maryland Transportation Authority (MdTA) awarded KCI one of four $1 million contracts to provide structural engineering services for MdTA toll facilities and I-95, from Baltimore City to the Delaware line. Under the contract, managed by Steve Carl, KCI is providing design, inspection, and rehabilitation services for bridges, tunnels, as well as retaining and noise walls.

Baltimore—Christopher R. Eaton has assumed leadership of KCI’s Baltimore Lab Division, following a move by longtime lab manager Lawrence F. Holste to materials testing operations in the field.

Delaware

Newark—KCI is teaming with Edwards and Kelcey under a three-year, $3 million open-end transportation planning contract, providing environmental analysis and documentation services for the Delaware Department of Transportation’s Division of Transportation Solutions. Brian Bernstein and Jay Roth will lead the KCI project team.
