Pennsylvania
Harrisburg—The Pennsylvania Department of Transportation (PennDOT), District 5, selected KCI to design a replacement for the three-span, stone-arch bridge that carries Route 3061 over the Tulpehocken Creek in Marion Township, Berks County, PA. As part of the project, KCI will perform environmental studies and provide preliminary engineering, final design, and construction support services. Dave Quickle of KCI’s Raleigh, NC, Office will conduct a Subsurface Utility Engineering investigation of the project area, and Leonard Smith, PE, will serve as project manager.
In November, KCI will meet with the Pennsylvania Turnpike Commission to kick off preliminary studies for reconstructing and widening 15 miles of I-76, from Mileposts 199 to 214, in Franklin and Cumberland Counties, PA. The KCI project team, led by Doug Warfel, PE, and Jon Perrego, PE, will investigate the potential impacts of construction on adjacent right-of-way and structures. KCI will also conduct a feasibility study for locating a service plaza either in the median, serving east- and westbound traffic, or on one side of the highway, with exclusive east- or westbound access.

Hunt Valley—Pleased with a due-diligence study submitted in April 2000, the Mount Washington Pediatric Hospital in Baltimore, MD, awarded KCI a six-week contract to conduct a comprehensive evaluation of all the facilities on its 23.6-acre campus. KCI will assess the condition of the hospital’s mechanical and electrical systems, exterior features, and structures. Under the direction of Project Manager Rodell Phaire, PE, KCI engineers will submit a three- to five-year capital improvement plan, addressing any concerns raised during the investigation.
Under a contract with the Charles County Commissioners, KCI has completed designs for relocating the effluent outfall pipe at the Cliffton on the Potomac Wastewater Treatment Plant in Newburg, MD. By extending the pipe into deeper waters, the County will reduce ecological disturbances to nearby oyster bars. KCI’s design employs a unique application of underwater directional drilling to bury the pipe four feet under the river bed, minimizing the impacts of construction on the environment. The new outfall will emerge approximately 900 feet offshore, 16 feet below the surface, and extend another 200 feet into open water at a depth of 36 feet. Cindy Chapman worked with Project Manager John Kovacs, PE, on the innovative design.
