Office Updates (Fall 2001)

North Carolina

Raleigh—KCI, serving as the engineering consultant to Todd Construction, has started work under a $25 million multi-task, design-build contract with the U. S. Army Corps of Engineers. The innovative contract—the first award of its kind for KCI—is a hybrid of more traditional design-build and indefinite delivery contracts (IDQs) awarded by the Department of Defense. An initial task order is under way and will be completed under the direction of Project Manager Janette A. Tudor, PE. Following this first task order, Project Principal James W. Blake, PE, expects to provide designs for projects at other military installations throughout the Southeast.

Raleigh—KCI is designing plans for five bridge replacement projects for the North Carolina Department of Transportation. Project Principal Simon H. Cheng, PE, and Project Manager Michelle R. Brame, PE, are managing the projects, encompassing roadway and hydraulic designs, as well as plans for pavement markings and traffic control. Two bridges are located in Durham County, along SR 1116 and SR 1306; two in Johnston County, along SR 1002 and SR 1718; and one in Vance and Granville counties, along SR 1350. Construction on these projects is expected to begin in mid-2003.

Virginia

Richmond—The Virginia Department of Transportation (VDOT) selected KCI for a second on-call contract to provide wetland and water quality services throughout the State. Robert Siegfried, Environmental Manager in KCI’s Richmond Office, will manage the contract, assisted by Senior Environmental Scientist Robin L. Bedenbaugh. The new $3 million, two-year contract will include wetland delineation and permitting, agency coordination, mitigation design, water quality monitoring, stream classification and restoration, and construction inspection and management services. Siegfried expects work to begin on the first task assignment as early as November.

Pennsylvania

Bensalem—In conjunction with the Federal Highway Administration and the Pennsylvania Department of Transportation, the Pennsylvania Turnpike Commission has approved KCI’s Draft Environmental Impact Statement (DEIS) for the proposed $640 million PA Turnpike/I-95 Interchange Project in Bucks County. The DEIS assesses various design alternatives and suggests a preferred alignment that would minimize socioeconomic and environmental impacts to the area. If approved, the new project would also include a new bridge over the Delaware River in Bristol Township and a toll plaza on the mainline Turnpike in Bensalem Township. Pending approval of the final EIS and funding, final design could begin in Summer 2002, with construction beginning as early as 2005. Joseph F. Roth III, PE, is managing the project. Pittsburgh—KCI is providing environmental studies, preliminary engineering, final design, and construction services for replacing the SR 119/SR 819 Interchange in East Huntingdon Township in Westmoreland County for PENNDOT District 12. James C. Lockhart, PE, is managing the project, which will provide access between Mount Pleasant to the East and Scottdale to the West. The new design will require constructing a new, wider bridge and reconstructing the approach ramps. Lockhart anticipates that construction may begin in 2005.

Maryland

Hunt Valley—In August, the Maryland State Highway Administration (MSHA) selected the joint venture of KCI and Greenhorne & O’Mara for a four-year, $10 million open-end contract to provide construction inspection services for highway and bridge projects in District 5, encompassing Anne Arundel, Calvert, Charles, and St. Mary’s counties. Joseph E. Blaney is serving as project manager. In late October, KCI & Indam Engineers will complete a similar three-year, joint venture contract with District 5.
