In December 2003, KCI’s Board of Directors approved the promotion of Thomas G. Sprehe, PE, to senior vice president. Sprehe heads KCI’s Environmental Market in the mid-Atlantic Region.
Gerald P. Dougherty, PE, joined KCI in March as a senior associate and assistant chief of the Transportation Division in the mid-Atlantic Region. Dougherty lead the Bureau of Construction Management at the Harford County Department of Public Works and served as a consulting engineer managing large transportation projects for State and local agencies.
In March, Ellen Chang, joined KCI as business developer for the firm’s mid-Atlantic Region. Chang brings more than 14 years of marketing and sales experience as well as expertise in partnering with Federal, State, local, and industrial clients on environmental engineering projects.
KCI Construction Services, LLC, has appointed George A. Bakalyar as chief estimator. George brings to KCI more than 30 years of experience in commercial construction, developing schedules, negotiating subcontrctor contracts, and delivering detailed project cost estimates for educational, government, office, residential, retail, technology, and healthcare facilities. KCI Construction Services provides construction management at-risk and design/build project delivery services throughout Maryland.
