In 2004, the Maryland Aviation Administration (MAA) completed the final phase of the $140 million Elm Road Parking Garage, located just a short distance from the Baltimore-Washington International Airport (BWI). An important centerpiece in MAA’s plans to create an attractive, functional business environment, the new facility supports the airport’s unprecedented growth in serving passenger and cargo needs.
KCI partnered with HNTB in a joint venture on the expansion project, providing construction management and inspection services for the nine-story structure that accommodates 8,000 vehicles. The state-of-the art facility features an overhead parking guidance system that helps drivers find available spaces and a closed circuit television system. MAA also constructed a 5,800-square-foot administration building within the garage.
In providing quality assurance reviews for the project, KCI oversaw the contractor’s quality control organization and procedures. KCI inspectors worked 60-hour weeks to keep the project on track and ahead of Clark Construction’s aggressive schedule. A KCI representative worked on site, estimating, negotiating, and processing change orders associated with design modifications, which proved instrumental in minimizing costs and maintaining momentum.
The attractive structure, which features two exterior circular ramps, six stairwell/elevator towers, and an elevated entry/exit plaza, is supported by cast-in-place, post-tensioned concrete, clad with exposed architectural precast concrete panels. KCI’s materials testing manager and two full-time technicians observed concrete pours for the garage decks and monitored the site’s concrete batch plant to ensure the consistency of the construction materials. The KCI team also oversaw the construction of a new stormwater management facility to handle the demands associated with new construction.
