Elkton (MD Route 7D, Main Street) Streetscape Design-Build

KCI combined our knowledge and experience working for local utility companies with our expertise as a transportation design firm to successfully complete the streetscape revitalization design for Maryland 7D, Main Street, in the historic town of Elkton. This complex project marks the State Highway Administration’s first attempt at managing the design and construction of both the transportation and utility infrastructure. Utility design and construction is usually completed by individual utility companies and only coordinated through the transportation design firm.
KCI’s experience working directly for utility companies through our Public Utilities division played a critical role in gaining support and cooperation from the utility companies, who were in essence giving up control for design of their facilities. Conceptual and preliminary detail-build plans were completed in a fast-track 10-week schedule. Extensive coordination was required throughout the project, and KCI functioned as a liaison and representative of both SHA and the utility companies and ensured that all stakeholders including the Town and residents and business owners were on board with the project that would close Main Street to traffic during construction. Partnering during design and construction led to the successful completion of the project within the proposed schedule, which was awarded a Maryland Quality Initiative Award for Partnering.
