Services: Phase I and II Environmental Site Assessments; evaluation of sites with respect to Maryland’s Brownfields Programs
Under the Baltimore County Brownfields Pilot Program with Region III of the EPA, KCI is providing site assessment services for the County’s Department of Environmental Protection and Resource Management. The pilot program has identified an Industrial Redevelopment Opportunity Site Inventory for Brownfields sites with significant economic potential.
The goals of this pilot program are: (1) to return properties with significant economic development potential, but known or suspected contamination, to productive use; (2) to support efforts to enact state brownfields legislation; (3) to conduct outreach activities to educate businesses and other stakeholders about Brownfields policies; and (4) to facilitate the assessment and remediation planning of Brownfields properties through participation in Maryland’s Voluntary Cleanup Program.
The initial site assessment phase involves: site reconnaissance of existing conditions; historical and existing file evaluation and data searches; assessment of operation, materials and sources of information; determination of areas of environmental concern (none, limited or extensive); and identification of potential site liabilities and regulatory concerns.
The site characterization phase involves: investigation for each area of concern, each contaminant, and each media; quantification and horizontal and vertical delineation of contamination with accepted analytical procedures; identification and location of contamination source; detailed evaluation of regulatory requirements and potential liabilities; risk assessment and development of site-specific clean-up standards; and development of remediation strategies and associated costs.
