Water Resources and NPDES Permitting
A complete water resources program requires a multi-disciplinary approach to planning, water quality management, and facilities design. Every site—whether in urban or rural settings—poses a unique set of challenges. In managing the quality of surface water facilities, KCI investigates, samples, assesses, and monitors sites; performs planning studies; and guides clients through environmental permitting programs. In addition, KCI engineers develop erosion and sediment control measures to protect surface water during construction activities. Our experienced project teams also help clients delineate and preserve wetland areas threatened or impacted by new construction.
NPDES Permitting—In 1987, Congress amended the Clean Water Act to include the Water Quality Act, establishing new standards for industrial and municipal storm water discharges regulated under the Environmental Protection Agency’s National Pollutant Discharge Elimination System (NPDES) permit program. Since 1990, KCI has been helping public and private clients navigate the NPDES permitting process. Engineers and scientists assist municipalities and other facility owners with Phase I permit applications and then follow up with on-going permit renewal requirements either on a turn-key basis or by supplying specialized expertise, such as wet weather sampling or storm drain mapping using GIS. KCI also works with small municipalities and communities to implement Phase II minimum control measures required by the EPA.
