Chuck Phillips is a Senior Vice President and leads the Facilities Market, covering the firm’s mechanical, electrical, fire protection and plumbing, land development, wireless communications and land surveying services. Joining the firm in 1985 as a lead surveyor, he became head of the Baltimore surveys division in 1991, the Laurel office in 1992, and the Baltimore site engineering division in 1994. In 1997, he was appointed head of the site engineering and surveys group and promoted to senior vice president. In 2002, he was named site/buildings/telecommunications market manager for the Mid-Atlantic region, before becoming head of the site and facilities discipline. Chuck has more than four decades of experience in supervising major communications, site development and surveying projects for public- and private-sector clients across the East Coast.
Chuck is a registered professional land surveyor in Maryland. He is currently the Chairman of the Board of Directors for the Howard County Chamber of Commerce, board member of the Howard County Economic Development Authority, and secretary and treasurer for Project PLASE, a non-profit dedicated to providing housing and hope for Baltimore’s most vulnerable homeless population, a member of the National Aquarium Foundation Board of Directors and a member of the Board of Visitors for the Civil and Environmental Engineering Department of the University of Maryland. He also serves on the Superintendents Advisory Council for the Howard County Public School System and is a member of the American Council of Engineering Companies, the Home Builders Association of Maryland, the Maryland Society of Surveyors, the National Association of Home Builders, the National Association of Industrial and Office Parks, and the Society of American Military Engineers.
