Scott Stockburger is a vice president and regional practice leader with more than three decades of experience specifically focused on utility design, coordination and relocation. He is also an expert in highway design and construction, which enables him to understand and mitigate various conflicts on complex projects. Scott has managed large assignments involving groups of technical employees and consultants, as well as multiple project phases from schematics and PSE stages through construction. He has extensive knowledge of the TxDOT Utility Accommodation Rules (UAR); Code of Federal Regulations (CFR); ROW policies and procedures; and utility agreements including preparation, contracts, conflict analysis and corridor planning.
Scott holds a bachelor’s degree in civil engineering from Texas A&M University. He is a registered professional engineer in several states and is a member of the American Society of Civil Engineers and the Texas Society of Professional Engineers.
