Baltimore County has a comprehensive program to implement controls on stormwater discharges under its NPDES Municipal Separate Storm Sewer System (MS4) discharge permit and other Clean Water Act requirements. To document compliance efforts, an annual report is provided to the Maryland Department of the Environment (MDE), which indicated an interest in expanding their traditional report format to include a geodatabase.
KCI worked with the county and state to document the information needs, procedural requirements and general data workflows for various county departments. Leveraging the requirements and data captured during these sessions, our team initiated the design and build of the NPDES Compliance Tracker Application and database. This consolidated enterprise system helps to provide improved functionality to the management and monitoring of operations, programs and status related to NPDES permit compliance.
