KCI welcomes Brian W. Keys, PE, as senior project manager and business developer for transportation engineering. He will be responsible for promoting and expanding company efforts in South Carolina and throughout the Southeast. As part of this effort, he will be establishing an office location in Columbia, South Carolina, as well as positioning KCI to meet strategic goals by identifying and preparing pursuit opportunities, and initiating and coordinating consultant contracts. Brian will also utilize his experience to involve KCI in policy level discussions within the American Association of Highway Transportation Officials (AASHTO).
Throughout his extensive career at the South Carolina Department of Transportation (SCDOT), Keys has excelled in many positions, starting as an engineering technician in the blue print room and working his way up to the appointed position of Deputy Secretary for Finance and Administration. Some of his most notable stops include the Director of Rights of Way and working as an engineer on high profile projects including 15 miles of widening I-85 in Anderson County, and widening US 29 and US 76/SC 93 as well as interchange improvements on the campus of Clemson University. He was also responsible for agency-wide initiation of major information technology projects to include P2S and the utilization of ProjectWise software within SCDOT, as well as Active Projects and mapping features on the Department’s external website.
Keys’ 30 years of experience has made him a driving force in the South Carolina transportation market and an expert on municipal affairs. He has managed teams of more than 100 staff members and has directed multiple simultaneous programs throughout the region, including efforts to administer federal aid and public outreach for state transportation projects. Keys has been active in the community by coordinating meetings between residents and elected officials, ensuring that the SCDOT maintained an active presence in its transportation work.
Brian is a welcome addition to the KCI team in South Carolina, and we look forward to him opening and managing our Columbia, South Carolina, office. His experience and expertise will help the firm grow and diversify our transportation program within the Palmetto State and within the region.

Keys earned his bachelor’s degree in civil engineering from the University of South Carolina while working at SCDOT. He is a registered professional engineer in South Carolina and is actively involved in the American Council of Engineering Companies/South Carolina, the University of South Carolina College of Engineering Joint Advisory Board, the AASHTO Committee of Funding and Finance, the AASHTO Committee of Agency Administration and the National Academies of Sciences, Engineering, and Medicine – Transportation Research Board.
