KCI is pleased to announce the promotions of three managers to vice president:
- Heidi Hammel, GISP, PMP – Asset Management Regional Practice Leader
- Jim Lofft – Director of Information Technology
- Jeffrey Tirschman, PMP – Geospatial Solutions Regional Practice Leader
The new appointees have in excess of 80 years of combined industry experience, including more than five decades with KCI.
These leaders have helped to make KCI what it is today with their passion for the work they do and willingness to make their vision happen.

Heidi Hammel is KCI’s Asset Management Regional Practice Leader and oversees a team of project managers, engineers, business analysts, solution architects and GIS analysts. Over the past three years, she has defined and built KCI’s Asset Management Practice into a viable and profitable organization that thrives on leveraging technology to making existing processes more efficient and effective in order to promote data driven decision making. She and her team provide strategic planning, data management, and technology implementation for large and small municipal clients embarking on their asset management journey. She has been a certified Project Management Professional (PMP) since 2005 and is active with the Project Management Institute.
With more than 30 years of experience as a business system analyst, system administrator, and database developer, Jim Lofft’s expertise includes IT administration, system performance troubleshooting, and configuration experience. As Director of Information Technology, he oversees the company’s Information Technology team, planning, cyber security, disaster recovery, communication technology, cloud strategy, and implementation of business support systems that the firm uses to operate and manage everyday tasks. Throughout his career, Lofft also served in the role of database developer and manager. Lofft is active with the Mid Atlantic CIO forum, EFCG, and the American Council of Engineering Companies Information Technology and CIO forums.
Jeff Tirschman is the Regional Practice Leader for KCI’s industry-leading Geospatial Solutions Practice focused on delivering innovative GIS/IT projects for state and local clients with his team of 43 skilled professionals. Throughout his 20 years of experience, he has led numerous IT and GIS system development implementations including strategic planning, needs assessments, data management and application development projects. Tirschman is a certified Project Management Professional (PMP) specializing in leading TMDL/NPDES projects for state and local jurisdictions, most notably serving as the GIS IT/Data Manager for the Maryland Department of Transportation State Highway Association Chesapeake Bay restoration TMDL program. He also serves as an adjunct professor for Towson University’s Applied Information Technology graduate program.
