KCI welcomes Joseph B. McConnell as a senior project engineer focused on intelligent transportation systems (ITS) and associated communications systems. In support of the firm’s transportation and communications infrastructure markets, he will focus on expansion of KCI’s ITS and toll systems capabilities, implementation of 5G and other broadband technologies, continuation of our strong relationships within the state DOT market, and planning and execution of smart city and connected and automated vehicle service line growth.
With a career spanning 34 years, McConnell is a recognized expert in planning, design, construction support, testing and closeout services for projects involving transportation management, mass transit and rail, traffic and emergency operations centers, managed/express lanes and electronic toll collection, airports, smart cities, telecommunications infrastructure, fiber optic networks, AV and security systems, sport and entertainment venues, and much more.
Joe’s broad-based experience within the state DOT, municipal and private sectors will help KCI expand our ITS and toll systems-related business. His vast expertise will play a critical role in growing our communications services to support broadband in rural communities and integration of connected and automated vehicles as we continue to plan, design, build, operate and maintain networks in support of smart cities.

McConnell’s work has spanned more than 21 states and internationally to Canada and Puerto Rico and has involved every aspect of ITS implementation. His experience includes a broad range of clients in several market sectors, including municipal governments, state DOTs, toll and transit agencies, railroads and the private sector. He has worked on multiple ITS and communications systems planning and design including design-bid-build, design-build, and system integrator projects throughout the U.S.
McConnell earned his bachelor’s degree in electrical engineering from the University of Central Florida. He holds a Fiber Systems Design certification and an FCC Extra Class Amateur Radio license. McConnell is a member of the Building Industry Consulting Service International.
