Prescott and Capell Expand Florida Construction Management and Inspection Capabilities

KCI welcomes two senior managers to the firm’s Florida office. Practice Leader Randell E. Prescott, PE, is charged with growing the construction engineering and inspection practice in the state while expanding the firm into new markets and services throughout the southeast. Thomas C. Capell, PE, joins the firm as a senior project engineer responsible for expanding KCI’s municipal construction management and design offerings in Florida.

Prescott has more than 24 years of experience in transportation and public works engineering, construction management and maintenance operations. Prior to joining KCI, he served over a decade with the Florida Department of Transportation in increasing roles of responsibility, from operations engineer to Director of Operations for District 1. His expertise includes maintaining client relationships, overseeing staff, developing performance plans, and performing quality assurance reviews for state roadway and bridge maintenance projects, as well as managing construction, maintenance and traffic operations for multi-county areas. Prescott earned his bachelor’s degree in civil and environmental engineering from Clarkson University and his master’s in business administration from Rider University. He is a registered professional engineer in Florida and serves on the Henry Fuller Task Team.

Randy’s distinguished career has afforded him a great variety of experience and skill in executive leadership and operations management. We could not be more pleased to bring someone with his experience, drive and reputation to contribute to the ongoing growth of KCI’s operations in Florida.

Bryan R. Lawson, PE, LEED AP, CCM

With a career spanning more than 34 years, mostly with local agencies, Capell has gained extensive experience in the management of major transportation, bridge and infrastructure capital improvement program projects as well as a thorough knowledge of the municipal project development process. His expertise includes transportation and public works engineering, wastewater management, and construction. He earned his bachelor’s degree in civil engineering from the University of South Florida and is a registered professional engineer in Florida. Capell is an active member in the Florida Engineering Society, the American Society of Civil Engineers, and the Florida Institute of Consulting Engineers (FICE), where he serves on the transportation committee and construction engineering & inspection sub-committee.

Tommy's career as a public servant has offered him a wealth of varied project experience on unique municipal projects. His design and construction experience make him a perfect fit to support and expand KCI's municipal construction management and design services.
