KCI’s engineers, planners, surveyors and landscape architects prepared a conceptual master plan for the expansion and redevelopment of the CNX Baltimore Marine Terminal. The concepts provided CNX with the additional infrastructure necessary to maximize the throughput of the facility and provide redundancy in their existing operations. Our team utilized both the information CNX provided and engineering judgment to develop three conceptual plans that will allow CNX to achieve their goals.


The primary goals of the concept plans were:

  • Provide capability to load 2 colliers simultaneously
  • Increase capacity to store additional coal on site
  • Provide redundancy in mechanical systems for unloading rail cars and loading ships
  • Provide additional locker and maintenance facilities

CNX Master Plan Terminal Expansion Phase 2

Concept plans were developed for:

  • Critical Areas Commission for the Chesapeake Bay and Atlantic Coastal Bays
  • Waterways, Tidal, and Non-tidal Wetlands
  • U.S. Coast Guard Approvals
  • Maryland Port Administration Construction Permit
  • Rare, Threatened and Endangered Species Review
  • Historic Structures and Cultural Resources Review
  • Grading/Building Permit
  • Razing (Demolition) Permit
  • MDE National Pollutant Discharge Elimination System (NPDES) Permit
  • Dredging Considerations
