KCI provided land planning and civil engineering services for Towson Square, a major urban infill redevelopment in Baltimore County.
The project transformed a constrained downtown site into a vibrant entertainment district, anchored by a 3,400-seat movie theater, an 850-space parking garage, and seven independent restaurant buildings. KCI’s scope included site and civil engineering, roadway and pedestrian improvements, ADA compliance, stormwater management, utility relocation coordination, and construction support services.
Design elements integrated curbs, gutters, sidewalks, parking bays, pedestrian refuge islands, and roadway resurfacing to create a safe, efficient multimodal circulation network that supports both vehicular and pedestrian movement. Stormwater systems were developed using detailed hydrologic and hydraulic analysis, along with sediment and erosion control measures tailored to the urban site constraints. The design was further shaped by the need to preserve the nearby Shealey Family Cemetery, where several of Towson’s earliest settlers are buried.
KCI also provided topographic surveying, right-of-way plats, construction stakeout, and landscape and hardscape design, while coordinating through Baltimore County’s Limited Exemption development process. This project created a high-energy mixed-use destination that enhances walkability, supports regional entertainment activity, and revitalizes a key corridor in Towson.
