KCI partnered with the City of Dunn to support compliance with the US Environmental Protection Agency’s revised Lead and Copper Rule.

As part of the City’s Lead and Copper Rule Revision (LCRR) Compliance Program, KCI conducted a comprehensive water service line inventory to align local procedures with updated federal requirements. The project focused on inventorying existing water service lines and applying a data-driven approach to identify potential lead-containing infrastructure, providing the City with the information needed to support regulatory compliance and future planning.

KCI leveraged close collaboration among its water/wastewater, survey, subsurface utility engineering (SUE), and geographic information systems teams to efficiently plan field investigations, prioritize service areas, and streamline data collection across the project. Geographic information systems (GIS) technology was utilized to support both field operations and data management. KCI developed and configured custom GIS data layers and Esri web and mobile applications to guide investigations and enable high-accuracy field data collection by the survey and SUE teams. These tools captured precise GPS locations, detailed service line attributes, and photo documentation, ensuring a defensible and well-documented inventory. All collected information will be compiled and standardized to provide the City of Dunn with a reliable, organized dataset to support transparency, reporting, and long-term decision-making.
