KCI led planning and preliminary engineering efforts for the I-95/I-495/Medical Center Drive Interchange in Prince George’s County, MD.
The critical infrastructure project sought to address growing transportation demands in a rapidly developing planned growth area. Originally constructed to serve event-day traffic for Northwest Stadium, formerly known as FedEx Field, the interchange was later opened to support local business and residential needs, resulting in an influx of utilization.
As part of a joint venture design, construction, and program support services contract with the Maryland State Highway Administration (SHA), KCI conducted NEPA documentation, environmental impact assessments, traffic forecasting, noise and operational studies, crash analysis, and the development and refinement of multiple interchange alternatives. The team also conducted a detailed pedestrian and cyclist safety evaluation using methodologies from NCHRP Report 948; addressed environmental justice, hazardous waste evaluation, and interagency coordination; and supported community outreach with Section 508-compliant materials and virtual public meetings. In response to public comment, KCI partnered with Prince George’s County and SHA to refine the preferred alternative, a diverging diamond interchange that improves bicyclist and pedestrian compatibility.
KCI also considered future regional developments while accomplishing all deliverables, including the potential relocation of the Washington Commanders’ stadium as well as prospective local and state transportation initiatives.
