KCI, in partnership with the Maryland State Highway Administration (MDOT SHA) District 3, spearheaded the major rehabilitation of the MD 650 corridor in Montgomery County.

Originally planned as a resurfacing project, field investigations revealed broader infrastructure deficiencies, including deteriorated sidewalks and driveways, accessibility barriers, outdated guardrails, and drainage insufficiencies along the almost 3-mile roadway. Our team developed a comprehensive design for rehabilitation, balancing technical requirements with community needs. Improvements included full roadway resurfacing; sidewalk and driveway reconstruction; and pedestrian ramps; guardrail replacement; and drainage repairs. Minimizing impacts on local utilities and private properties, the team leveraged resourceful engineering to achieve ADA compliance within all existing rights-of-way.

Once completed, initial inspections revealed the initiative had reached a 90% ADA compliance rate, avoiding costly rework while enhancing safety and accessibility for residents. Upgrades included rehabilitated sidewalks, driveways, and bus stops, improving mobility and equitable access to public transportation without financial burden to the surrounding community.
