The Pennsylvania Turnpike Commission’s Catch it Early, Act, Analyze and Review (CAAR) program was honored with the International Bridge, Tunnel and Turnpike Association’s (IBTTA) 2019 President’s Award for Excellence, the association’s highest achievement, as well as the Technology Toll Excellence Award. Winners were announced at the organization’s 87th Annual Meeting and Exhibition in Halifax, Nova Scotia, Canada. In support of the program, KCI’s geospatial team partnered with the Turnpike’s GeoAnalytics and Traffic, Engineering and Operations Departments to develop an application that allows safety monitors to efficiently view a mass of integrated data in one information system hub.
The Pennsylvania Turnpike Commission (PTC) wanted to leverage available information to reduce delays associated with accidents and other incidents across their entire network, which spans more than 500 miles in length. With the goal of being able to quickly detect and respond to safety and traffic flow situations, and in turn improve customer experience while traveling the turnpike, our team created a revolutionary web-based GIS that leverages technology, social media, artificial intelligence and the Internet of Things to improve awareness of the total roadway network.
As a custom safety-centric incident visualization tool, CAAR dashboards display real-time data, video, photos, travel speeds, weather, traffic conditions, and PTC safety and truck locations. These data layers help users and duty officers to make the roads safer by allowing whole system monitoring of traffic situations and quick identification of major traffic incidents. Since inception, clearance times have decreased by 28 minutes, which has reduced backlogs, cost and first responder and safety resources required on the roadway. The new suite of tools has dramatically reduced incidence response time while improving awareness of the total network system.
