KCI Promotes Benjamin Hoyle and Richard Dubaj Within Survey Practice

KCI is pleased to announce the promotions of Benjamin Hoyle, PSM, to regional practice leader and Richard Dubaj to practice leader for survey in the Gulf Coast region.

In their new roles, both will support continued growth of the firm’s survey practice by strengthening client relationships, guiding project delivery, and advancing strategic initiatives across the region.

Hoyle brings more than 25 years of experience in surveying and mapping, with a career that spans field operations through strategic leadership. Since joining the firm in 2019, he has guided multidisciplinary teams in delivering complex survey solutions while advancing talent development and business growth initiatives. His portfolio includes high-profile infrastructure work such as the Fort Lauderdale-Hollywood International Airport runway expansion, as well as critical municipal surveying programs for the City of Fort Myers and Village of Key Biscayne. In his new role, he will lead regional strategy, strengthen client partnerships, and expand KCI’s survey capabilities across the Gulf region.

With nearly 45 years of experience, Dubaj has built a strong foundation in telecommunications and utility infrastructure, beginning with leadership of his own firm, A-Tek Communications. At KCI, his work has centered on managing complex utility coordination efforts, from condition assessments and data integration to implementing utility accommodation policies on active projects. He has played a key role in supporting major public-sector clients, including the City of Tampa and the Florida Department of Transportation, while overseeing field operations and quality control. As practice leader, he will focus on driving operational consistency, supporting client delivery, and advancing the firm’s survey practice.

Hoyle holds a bachelor’s degree in engineering technology from the University of Central Florida and maintains his Professional Surveyor and Mapper (PSM) license. He is also an active member of the National Society of Professional Surveyors and the Florida Surveying and Mapping Society. Dubaj is a UTA Certified Utility Locator.
