KCI is providing state cost estimator (SCE) services for the Brent Spence Bridge Corridor project.

Delivered using a progressive design-build model, this large-scale, multi-jurisdictional project includes construction of a new double-deck, cable-stayed companion bridge over the Ohio River and rehabilitation of the existing Brent Spence Bridge. The effort also encompasses extensive interchange reconstructions in both Ohio and Kentucky, along with approximately eight miles of roadway widening and reconstruction involving more than 50 ramp and overpass bridges.

A key challenge of the project is maintaining traffic flow through one of the nation’s most heavily traveled freight and commuter corridors while advancing construction through numerous staged phases. KCI’s responsibilities include developing an independent, production-based cost estimate, a detailed critical path method (CPM) construction schedule, overhead staffing projections, and an independent risk matrix in support of the bi-state management team, including the Ohio Department of Transportation (ODOT) and the Kentucky Transportation Cabinet (KYTC). In this role, KCI coordinates with the contractor and the independent cost estimator (ICE) to confirm quantities and provide the owner team with an objective benchmark for evaluating contractor and ICE pricing, helping ODOT and KYTC identify opportunities for cost optimization.

KCI’s work has provided critical cost, schedule, and risk clarity to support informed decision-making on one of the region’s most complex transportation infrastructure projects.
