KCI provided master planning, design, permitting, and construction document services for a campus expansion at Broadmead Continuing Care in Hunt Valley, Maryland.
The project included reconfiguring the entry drive from York Road, adding two three-story independent living apartment buildings, redesigning the main entrance, realigning the campus loop road, and constructing three parking lots. Enhanced pedestrian connections were also incorporated, all while maintaining uninterrupted campus operations throughout construction. KCI developed a phased erosion and sediment control plan with a detailed construction sequencing strategy, as well as a concept stormwater management plan for review by Baltimore County and the Baltimore County Soil Conservation District. The design integrated multiple green infrastructure elements, including nine micro-bioretention facilities, one large scale bioretention facility, and an underground water quality treatment system to manage site runoff.
KCI also coordinated environmental and right-of-way agreements and secured permits for National Pollutant Discharge Elimination System (NPDES), grading, and stormwater management. During construction, the team prepared State Highway Administration dedication plats for the York Road widening, along with record plats for stormwater easements, and provided ongoing support through deed review and engineer certifications.
This expansion enhanced campus circulation and accessibility, improved stormwater management performance, and established a framework for long-term growth, all delivered while maintaining uninterrupted operations throughout construction.
