The Town of Chesapeake City operated two outdated treatment facilities near the Chesapeake & Delaware Canal, plagued by frequent discharge permit violations and safety concerns for operators due to deteriorated infrastructure.

Recognizing the need for modernization amidst population growth and operational challenges, the Town faced delays due to financial and technical constraints. KCI aided the Town in securing USDA grant funding for a preliminary engineering study and, following a successful partnership, helped obtain low-interest loans and grants for the design and construction of the new facility. Our team led the development and implementation of demolishing both outdated facilities, replacing the south wastewater treatment plant with a pump station and force main to the north, and constructing a new treatment plant meeting Enhanced Nutrient Removal standards while expanding capacity.

For years, the Town faced challenges with third-party contractors managing its treatment facilities. KCI facilitated exploration of alternatives, such as forming a strategic partnership with Cecil County, providing access to additional resources, and enhancing local staffing. Post-construction, our team oversaw the demolition of obsolete facilities, reclaiming the land to mitigate visual, auditory, and odor impacts on the downtown area.
