KCI completed a comprehensive land use study for the City of Winchester to guide development, zoning, and transportation investments supporting growth and redevelopment within the historic lakefront community.
The study established defined land use character areas and roadway classifications to inform long-term planning and policy direction while aligning transportation and land development priorities. Our team prepared recommendations for policy updates that reinforce desired land use patterns while creating an implementation-focused action plan that incorporated best practices for traffic calming, access management, and multimodal infrastructure, promoting a transportation network that benefits all roadway users.
KCI also led community engagement efforts, including establishing an online project website, coordinating with Winchester staff, and hosting multiple opportunities for public input. More than 460 residents participated in providing feedback, generating meaningful insight into local priorities, transportation concerns, and future redevelopment opportunities. Since its completion, the City has relied on the study to guide zoning decisions and improvement initiatives, resulting in more economical and community-oriented decision-making.
