Following the 2018 flooding in Ellicott City, Maryland, the Howard County Department of Public Works was notified about flooding at the intersection of Michaels Way and Longview Drive, where water reached three feet deep and affected other nearby properties.

The County contracted KCI to address these issues by investigating causes and providing design, analysis, and construction management services. KCI’s hydrologic analysis identified outdated storm drains and low-lying areas as primary causes. Our team proposed eight alternatives, conducted extensive hydraulic analyses, and selected the option that resolved flooding without causing downstream issues. The solution involved installing a new storm drain system and upgrading the existing one.

During construction, KCI managed unexpected utility issues and coordinated with multiple County departments to stay on schedule. Now complete, the project provides an improved storm drain system, safer roads, and a better living environment for the community.
