To support a responsible growth initiative transforming former farmland into a well-planned residential community, KCI provided comprehensive project management, design, and coordination services.
The project team leveraged innovative tools to create detailed construction level plans that addressed regulated wetlands, a 100-year FEMA floodplain, a Water Resource Protection Area (WRPA) and associated buffer zones all of which required preservation. These environmentally sensitive areas were carefully considered during the layout process, with roadways and lot configurations strategically designed to avoid impacting the existing site features.
A major component of the project included the realignment of Ratledge Road, a two-lane DelDOT roadway that previously bisected the property. The new alignment follows the natural contours of the site to improve traffic flow and accommodate the anticipated increase in population. Enhancements to the roadway design included roadside swales for stormwater management, two new roundabouts, a new street cross-section featuring bike lanes, and a 10-foot-wide shared-use path for pedestrians and cyclists, serving both residents and the general public.
Through the development of the Monarch Subdivision, 674 single-family homes are slated to be built in the Middletown, Delaware community. After several years of planning, review, and design, this project stands as a significant achievement in balancing development with environmental stewardship.
