Since 2017, KCI has supported the Pennsylvania Turnpike Commission (PTC) with geoanalytics and GIS staff augmentation services to strengthen the agency’s maintenance and operations workflows.
One key initiative focused on improving winter storm response by addressing a critical performance gap in fleet telematics data. PTC required a vehicle telematics solution to help inform the maintenance department about fleet vehicles’ conditions and be better positioned for proactive maintenance. Maintenance staff identified snowplow vehicle cycle time as a key performance indicator, but existing telematics systems could not calculate lap durations for plow routes that change dynamically during storm events. KCI developed a custom solution using applied algorithms and open-source map-matching technology to automatically calculate lap times for each snowplow across the entire system following every storm. What began as a basic spreadsheet export evolved into a robust dashboard that provides vehicle-level lap times, comparisons to system averages, roadway coverage insights, and integration with real-time weather conditions.
Today, the snowplow cycle time dashboard is a critical operational tool used to manage winter weather events and allocate resources efficiently. The platform remains embedded in daily workflows as the Commission transitions to a new telematics provider and serves as a foundation for advancing analytics maturity. Future enhancements are focused on diagnostic and predictive analytics, enabling earlier identification of potential roadway coverage risks, improved forecasting of resource needs, and deeper insight into vehicle activity, materials usage, and storm response performance.
