KCI provided multidisciplinary engineering and project management services for the design and construction of a new $35 million highway operations and maintenance complex for the Rockland County Highway Department.

The 24-acre facility was developed to support the County’s responsibility for maintaining approximately 340 miles of roadway, along with bridges and culverts across Rockland County. The project brings together essential Highway Department functions to improve efficiency and support year-round operations.

KCI delivered site/civil design, structural systems, and overall project management for a campus that includes an administrative and engineering building for more than 60 staff, operations and maintenance facilities, indoor vehicle and equipment storage, a repair shop, truck wash, and a drive-through enclosed salt storage facility with a minimum 10,000-ton capacity. The site’s long, narrow layout and significant grade changes were addressed through balanced earthwork strategies and a custom steel bridge connecting the administration and operations buildings, creating a unified and efficient campus. For the administration building, the structural design required unique solutions to create a strong, cost-effective building that is sensitive to the unique architecture. The use of glued-laminated (Glulam) beams and Cross-Laminated Timber (CLT) roof panels allowed for long spans that fly beyond the building envelope. This green solution not only provides a pleasing aesthetic, inside and out, but also keeps the building heat or cool air in.

The completed complex also includes fueling infrastructure, cold storage, internal roadways, parking for staff and visitors, and emergency backup computer operations to support continuity during critical events. With convenient access to Rockland County’s roads and highways, the facility improves response times during snow emergencies and strengthens the County’s ability to maintain its roadway infrastructure.
